I live in Klaipeda, Lithuania and have a laptop hooked up to a set of Logitech 2. 1 speakers. They work fine most of the time but every few days (especially in the morning and early evening) there is a loud sound that bursts out of the speakers. Here is an example:

We have tried everything including unhooking the speakers from the computer, plugging them into a different wall socket, shielding the wires with tinfoil, and changing the powerbar.

change them! no help they are out of control
pls check if there is any loose connection in all side
and try
if you have the same
take the speaker to you friends house and check that if you feel it is good then you have proble with your electricity
if not then you can change the speaker and check
