There’s a constant sound that comes out of one of my computer speakers (Phillips). It’s not that loud, but it’s still very annoying. I realized that it has nothing to do with the plugs, because it makes that sound even when I turn the speaker on without plugging it in the computer.

It has nothing to do with your computer, maybe the plugs, clean them, but check the power cable. What you describe looks like ground problems.
